Kazakhstan has proposed developing a model digital code for member countries of the Parliamentary Assembly of Turkic States (TURKPA). Kurultai Speaker Aibek Dadebay announced the proposal on 19 October 2026 at the 15th plenary session of TURKPA, held in Bishkek, Kyrgyzstan.

Dadebay said the document would help lay a unified basis for digital law across member states. Deputies of Kazakhstan's Mazhilis are ready to develop the code together with their TURKPA colleagues.

He also stressed the importance of creating a network of AI-based IT hubs, organising a digital security council and strengthening cooperation on developing new technologies across Turkic states. Dadebay added that Kazakhstan's Digital Code has entered into force and that more than 90% of state services have moved to an online format.
